Lawrence County Executive David Morgan says his decision to step aside after being elected chairman of the County Commission was intended to encourage cooperation between the executive and legislative branches of county government.

During the Commission’s September 22 organizational meeting, Morgan was initially elected chairman. He then declined the position and encouraged commissioners to support Scott Franks, who was subsequently elected chairman.

In a statement released by Lawrence County Government, Morgan said commissioners had demonstrated their trust in him through their initial vote and that he wanted to extend that trust by supporting Franks.

Morgan also cited the increasing responsibilities of the County Executive’s Office as Lawrence County grows. He said having Franks lead the Commission will allow Franks to concentrate on the legislative branch while Morgan focuses on the executive branch.

Morgan said the two branches will not always agree, but disagreements do not have to result in division. He expressed hope that county officials can continue to communicate and work together while maintaining their separate responsibilities.

Morgan congratulated Franks and said he looks forward to working with him and the other members of the County Commission during the new term.

Franks represents District 11 and is serving his fifth term on the Lawrence County Commission.
