St. Joseph Approves First Reading of Data Center Ban

The City of St. Joseph has approved the first reading of an ordinance that would prohibit data centers and similar high-intensity digital infrastructure within the city’s corporate limits.

The St. Joseph Board of Commissioners voted Tuesday night to approve the first reading of Ordinance No. 2026-0707, which would ban commercial data centers, artificial intelligence computing facilities, cryptocurrency mining operations, and similar large-scale digital infrastructure.

City officials said the measure was prompted by reports that multiple data center projects are being discussed in parts of Lawrence County, including one rumored for southern Lawrence County. Although that reported project is outside the city limits, officials said they wanted to act proactively to protect St. Joseph’s water supply, utilities, roads, public safety resources, and rural character.

Mayor William R. “Bubba” Carter said the ordinance reflects the city’s commitment to putting residents first and protecting the community’s future.

If approved on second and final reading, the ordinance would prohibit the city from issuing permits, approvals, utility extensions, or other authorizations for covered facilities within the city limits. The proposal would not affect home computers, internet service, schools, medical facilities, public safety communications, or other everyday technology.

Before a final vote, the ordinance will be reviewed by the city’s planning commission and a public hearing will be held, giving residents and property owners an opportunity to provide input. If ultimately adopted, city officials say St. Joseph would be among the first municipalities in Tennessee to formally prohibit data centers through local ordinance.
