School Voucher Expansion Effort Stalls in Tennessee Senate

According to media reports, a last-minute effort to expand Tennessee’s school voucher programs has stalled after failing by a single vote in the state Senate.

The proposal was part of ongoing discussions to increase access to Education Freedom Scholarships and make changes to the state’s existing Education Savings Account program.

The Senate version of the bill, which focused on adjusting testing requirements for ESA students, failed with a 16-14 vote. Seventeen votes are required for passage in the Tennessee Senate.

Meanwhile, lawmakers in the House considered broader changes that would expand eligibility and increase the number of vouchers available. However, that proposal was not brought to a final vote.

Despite the setback, reports indicate the measure may not be entirely dead and could return before lawmakers adjourn the current legislative session.

Tennessee currently operates two voucher programs, including the statewide Education Freedom Scholarship program and the earlier Education Savings Account program, which applies to certain counties and income-qualified students.

Officials have not ruled out further action on the issue as the session continues.
