The Columbia City Council is preparing for a final vote on a proposed water rate increase that would raise rates by 149% over the next five years, according to WKRN News 2.
The plan, which passed a first reading earlier this month, was approved 4-3 by council to move forward. If implemented, the increase would be phased in at roughly 20% per year until 2031. The additional revenue is intended to fund a $520 million project for a new water intake and treatment plant.
Maury County Commissioner Gabe Howard has raised concerns, saying the project may not be necessary and that more cost-effective alternatives exist. He also noted that the increase would affect not only Columbia residents but others throughout Maury County, which purchases water from the city. Howard called for a pause in the plan to allow for public review and exploration of alternative solutions.
Maury County Mayor Sheila Butt has indicated she is open to exploring “other available options” and potential funding sources.
Columbia Power and Water Systems (CPWS), however, argues the project is essential. A spokesperson said the city’s current water system is outdated and vulnerable, relying on a single intake and a 101-year-old impoundment. The spokesperson said the Long-Term Water Supply Program is the only approved, designed, and construction-ready solution to ensure reliable water for Columbia and regional partners, including Spring Hill, Maury County, and Mount Pleasant.
CPWS also noted that the proposed rate increases are based on a study by Raftelis, a leading water utility consultant, and that collected funds will help secure favorable state and federal funding. They added that the projected increases in years three through five may be lower than currently proposed, keeping rates in 2031 near the median of surrounding communities.
The final council vote is scheduled for 5:30 p.m. Thursday, Jan. 8, at Columbia City Hall.
