On Wednesday (12/24/25), Loretto officers were issued a BOLO for a silver Ford Fusion after a female driver contacted dispatch multiple times, claiming she was being chased and in danger. The driver refused to provide her location or direction of travel.

Dispatch located the vehicle traveling into Loretto, and officers observed it speeding and failing to maintain its lane. When officers attempted a traffic stop, the vehicle initially refused to stop but eventually pulled over near the Commerce Street intersection.

Upon contact, the driver, identified as Tiffany L. Casner-Delk, appeared visibly distressed and stated she believed others were trying to harm her. Officers noted signs consistent with narcotics impairment. Casner-Delk resisted being secured, and a retired officer passing by assisted until additional units arrived.

Emergency Medical Services responded, and officers determined Casner-Delk was under the influence of narcotics. She was transported to the Lawrence County Jail and charged with Driving Under the Influence, Reckless Driving, and Resisting Arrest. She is presumed innocent until proven guilty.

Loretto officers receive annual training in mental health response and drug abuse recognition. The department emphasizes public safety while ensuring individuals receive timely medical care and access to treatment and support services when necessary.
