TBOUR Holds Public Meeting on Proposed Leoma-Lawrenceburg Utility Merger

The Tennessee Board of Utility Regulation (TBOUR) held a public meeting  July 17 in Nashville to hear public comments on a proposed merger between Leoma Utility District and Lawrenceburg Utility Systems.

To retain its independence, Leoma must meet several state requirements by December 1, 2025, including:

  • Completing overdue audits
  • Submitting a sanitary survey
  • Implementing a rate adjustment from the WFX study
  • Developing a 24-hour staffing compliance plan
  • Submitting a 2025–2026 budget based on audited financials

The meeting drew strong community support for Leoma, with State Rep. Clay Doggett and County Executive David Morgan advocating for the utility’s autonomy. Several board members praised the public’s engagement.

Leoma Utility District’s future now hinges on meeting the state’s conditions ahead of the deadline.
