STATE REPRESENTATIVE CLAY DOGGETT WAS ONE OF TENNESSEE'S LEGISLATIVE LEADERS TO SUCCESSFULLY NEGOTIATE WITH GOVERNOR LEE REGARDING THE EDUCATION SAVINGS ACCOUNT PROPOSAL AND TO ENSURE GILES AND LAWRENCE COUNTY SCHOOLS WILL BE EXCLUDED. AS PART OF THE NEGOTIATIONS WITH THE GOVERNOR AND HOUSE LEADERSHIP, DOGGETT AND OTHER RURAL TENNESSEE REPUBLICAN LEADERS WERE ABLE TO OFFER AN AMENDMENT TO HOUSE BILL 939 THAT GUARANTEES THE E-S-A PILOT PROGRAM IS STRICTLY LIMITED TO JUST FOUR TENNESSEE COUNTIES — DAVIDSON, HAMILTON, KNOX, AND SHELBY COUNTIES AND WILL BE CAPPED AT 30,000 STUDENTS. THESE SCHOOL DISTRICTS HAVE BEEN HISTORICALLY RECOGNIZED IN THE BOTTOM 10 PERCENT OF ALL SCHOOLS IN THE STATE AND ACROSS OUR COUNTRY.  DOGGETT REPRESENTS DISTRICT 70 WHICH INCLUDES GILES COUNTY AND PART OF LAWRENCE COUNTY.
